Crown Agents USA, Inc. (CA-USA) is seeking a Clean Energy Economic and Financial Specialist for the USAID Regional Development Mission for Asia (RDMA) Activity under the current USAID Climate Economic Analysis for Development, Investment, and Resilience (CEADIR) Project located in Vietnam.

Project Description

The United States Agency for International Development (USAID) is providing technical assistance for support the Government of Vietnam in clean energy (CE) development, including renewable energy and energy efficiency. Through the Climate Economic Analysis for Development, Investment and Resilience (CEADIR) Activity, USAID is working with partners in Vietnam to help mobilize private sector investment and finance for CE, aligned with Vietnam’s national climate change commitments (Nationally Determined Contributions, or NDCs). In Vietnam, the CEADIR Activity will provide in-depth economic and/or financial analysis aligned with one or more priority activities, which may include: (a) supporting key policy or regulatory changes to increase access to private sector investment for CE, (b) developing and deploying an innovative CE financing instrument to address key gaps, and/or (c) developing a pipeline of CE projects associated with large-scale power purchase commitments from private sector entities.

This consultancy is for approximately 60 days to be carried out through September 2017.

Role & Responsibilities

The specialist will conduct and support the economic and financial analysis associated with the priority activities noted above, working in close coordination with governmental, non-governmental, and/or private sector partners. Successful candidates will have a demonstrated ability to work and coordinate effectively with a wide range of stakeholders.

Qualifications

  • Master’s Degree in natural resources economics, environment, finance, or a related field.
  • At least 5 years of relevant professional or applied experience working on natural resources economics, environment, energy, sustainable development, climate change, finance or related issues. 
  • Demonstrated experience in clean energy (including renewable energy and/or energy efficiency), cost-benefit and/or co-benefits analysis, and/or policy or financial analysis in Vietnam.
  • Experience working with governmental, inter-governmental, and non-governmental stakeholders in Vietnam on relevant issues strongly preferred.
  • Fluency in English and Vietnamese, with excellent written and verbal communication skills, is required.
  • Legal ability to work and live in Vietnam.
