Job Title:  Geographic Information Systems (GIS) Technician

Department:  City of Aspen

Classification:  Temporary

Position Summary: The position performs a range of Geographic Information System (GIS) and Document Management System tasks in support of a project to integrate the two systems.

Supervision Exercised and Received:  Position works under the general supervision of the GIS Program Manager. 


Essential Job Functions: 

Geodatabase Design, Creation and Maintenance

  • Implements fundamental geodatabase design principals by organizing information into a series of data themes that can be integrated by geographic location.
  • Utilizes an ArcSDE geodatabase in a SQL Server relational database to design, create and maintain the spatial database for the City.
  • Obtains data maintained by Pitkin County and other organizations when necessary and incorporates into the City’s spatial database.

Development, Management and distribution of GIS Web Services

  • Creates and maintains GIS web services from the City’s spatial database utilizing ArcGIS Enterprise and ArcGIS Online.

Document Management System Maintenance

  •       Creates and maintains relevant indexing of documents through full text indexing, template fields and folder/file structure utilizing Laserfiche.

  • Knowledge of databases and software used in GIS functions and activities.
  • Knowledge of document types and software used in a document management system.
  • Knowledge of principles and methods for describing the features of land, sea, and air masses, including their physical characteristics, locations, interrelationships, and distribution of plant, animal, and human life.
  • Knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
  • Ability to use GIS engineering science in the production of databases, data collection, maps, etc.
  • Knowledge of general business and project management principles and practices as applicable to assigned work.
  • Skill in operation of related equipment, including computer hardware, plotter/printer setup.
  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Ability to communicate concisely and effectively through a variety of methods, such as email, written reports, and verbally. Knowledge of policies, procedures, and strategies to promote safety operations.

Other duties as assigned.

Minimum Requirements:

Education: Pursuing associates and/or bachelor’s degree in Geography, GIS, Computer Science, Planning, Engineering, or a related field with preference toward bachelor’s degree.

Experience: One year of related GIS experience and one year of related Document Management System experience.

Technical Knowledge: Must be proficient in Microsoft Word, Excel, Email, Adobe products, Esri ArcGIS Platform, and Laserfiche.

Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date.

Desirable Qualifications:

  • Web application development experience. 
  • Some scripting and programming skills.
  • Some experience creating document management system workflows.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

NOTE:  This position requires a Criminal Background Check upon hire.  Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours: Temporary, 29-hour work week, Monday-Friday, hours may vary with workload.

  • Evenings/Weekends: Evenings may be required in addition to or instead of normal hours.

Work Environment:

  • Indoors: Office environment
  • Outdoors/Off-site: Meetings, special events, and trainings.  Occasional field work may be required.

Essential Physical Requirements: 

  • Lifting & Carrying: Occasionally (monthly) up to 25 lbs. unassisted to include GIS equipment.
  • Physical: Reaching, standing, sitting, typing, talking, crouching, bending, kneeling, seeing and hearing.
