Job Description GENERAL SUMMARY: The Technical Specialist is responsible for enhancing the development, diversification and expansion of humanitarian programs of World Concern (WC) through technical support and direction to field teams and partners. Focus on partner capacity development in the Middle East and support the director in technical review of relief and recovery programs for other WC programs globally. Secure grant funding for the Middle East region and build relationships with donors and partners to grow needed programs.

ESSENTIAL JOB DUTIES: Responsibilities, Accountabilities, and Competencies; May not include all duties of this job

  • Build capacity of local partners in the Middle East region to ensure continued excellence and success.
  • Provide expertise on project development and implementation, with a goal of fullness of life for individuals and communities in the areas of WC’s work.
  • Mentor local project staff on the highest level of technical excellence and compassion among the program staff, promoting God-led programming.
  • Promote the work of partners and overall WC humanitarian programs in collaboration with other WC departments and services to ensure program growth.
  • Expand WC’s work in humanitarian programming by developing and securing grant funding.
  • Provide technical review of proposals and strategic plans for disaster response, early recovery and DRR programs by WC field teams.
  • Conduct field visits for quality assurance and technical support as needed.
  • Represent WC and local partners within the humanitarian context.
  • Cultivate and maintain relationships with potential donors and technical support agencies in the Middle East region.
  • Represent WC to selected professional groups in regards to humanitarian programs.  Share findings in workshops and conferences as appropriate.
  • Represent WC and partners in implementation fora, such as the cluster system, NGO consortia, etc., as available.
  • Maintain current knowledge on best practices in humanitarian affairs by participating in selected professional groups, workshops, conferences, and by research and professional learning.
  • Work collaboratively with supervisor, coworkers and customers.
  • Perform other related duties as assigned.


ESSENTIAL QUALIFICATIONS: Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience

Christian Commitment:  A deep and abiding faith that is fully surrendered to the will of Jesus Christ, evidenced by a lifestyle that is consistent with biblical principles in word and deed.  Commitment to spiritual growth and development.  Demonstrates the values of a CRISTA leader.  

Education: Bachelor’s degree in Water Engineering, International Relations, International Business or related field from an accredited college or university recognized by the United States Department of Education or equivalent. Relevant work experience may be substituted for education on a year-for-year basis.

Experience: Seven years implementing and/or supporting humanitarian programming in developing countries, remote management experience and WASH programming.  Proficient in participatory and community-led programming methodologies and training of trainers.  Successful with procuring and implementing grants from USAID or other technical donors. Demonstrated experience in reporting, monitoring evaluation, statistical analysis, project cycle management, and financial management.

Software and Equipment Used: Microsoft Office Suite, web-based file sharing, Skype, Whatsapp, satphones.

Other Considerations:  A clear integrative thinker and communicator with excellent organizational skills.  Ensure attention to detail in proposals, reports and evaluations.  Able to sustain concentrated effort on long-term projects proposals and plans, with cyclical periods of intense work activity.  Flexibility to research and write credible proposals and technically guide projects outside of the person’s own technical specialty.  Able to maintain a busy regional travel schedule and additional travel outside the region.  Strong interpersonal communication skills to relate well and with authenticity to a diverse range of people.  Encouraging, warm, and open relationship with others.  Understanding of humanitarian code of conduct and quality standards a must, with an ability to apply principles of best practice into practical programs in the field in diverse settings.

Experience living in the Middle East, or in an Arab-speaking context.

PREFERRED QUALIFICATIONS: Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience

Education:  Post-graduate education in a relevant topic, and post-secondary education in engineering or public health.

Experience:  Knowledge of Integral Alliance disaster response. Living experience within the Arabian Peninsula, or the Middle East.  Coaching/mentoring training or experience is strongly desired.
