Description:

  • The Systems Engineering & Integration for the National Systems for Geospatial-Intelligence (SEIN) program delivers full life-cycle systems integration and engineering services supporting our customer’s mission to deliver geospatial intelligence that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders.  SEIN is chartered to provide technical leadership for our IC customer’s highest priorities, including Data Engineering (DE) services.  Our Data Engineering Team provides architectural and engineering expertise on SEIN to influence and manage the full lifecycle of data services from ingest to dissemination for a cloud based data management system. 
  • The team works to ensure GEOINT is available and accessible by providing engineering solutions for a range of challenges that include; cloud based data transmission within the NSG enterprise as well as between IC and DoD agencies on all security fabrics, customer and system Discovery and Retrieval (D&R) operations, and ensuring the secure storage and release of data.
  • The Content Services Integration (CSI) Data Engineering project has the need for an experienced Data Engineer to assist in the architecture and engineering of data services supporting ingest through dissemination of GEOINT and related products in a cloud based environment.

Responsibilities include:

  • Engineer solutions for data; ingest, conditioning, access, management, storage, releasability, and dissemination services.
  • Develop Concept of Operations (CONOPS) for AWS GEOINT data services.
  • Represent government customer at inter-agency Technical Exchange Meetings (TEMs) as a Subject Matter Expert (SME) on data engineering.
  • Create stories and features following agile framework enabling data service capabilities.
  • Attend Release Planning Events (RPEs) for a data management system hosted in AWS.
  • Perform Trade Studies and provide recommended solution to IC customer.
  • Participate in Analyses of Alternatives (AoA) for data architectures and engineering solutions.
  • Engineer solutions for varied data types (e.g., GEOINT, Foundation Data, Commercial Geospatial Imagery).
  • Provide data engineering expertise to enterprise systems hosted on AWS.
  • Participate and contribute to the development and maintenance of the GEOINT Data Service Architecture.
  • Support the migration of on-premises system capabilities into a cloud based environment.
  • Review and provide feedback on engineering solutions and documentation.
  • Provide technical inputs and recommendations to team and program reports.

Required Qualifications:

  • Bachelor’s degree in Engineering, Computer Science, Information Systems or equivalent experience
  • 11+ years of data engineering, data architecture, systems integration, or system/software development experience.
  • 2+ years of related experience with NGA or its IC partners.
  • 2+ years of experience in data engineering, data modeling, data architecture, or data analytics.
  • Experience with documents impacting data engineering (e.g., Interface Control Document (ICD), NITF, NMF, DDMS, STANAG).
  • Experience creating engineering documentation (e.g., CONOPS, Data flow diagrams, ICDs, AoAs, Trade Studies, Requirements, Statement of Capabilities (SOCs).
  • Experience in Agile, SAFe, or iterative development frameworks.
  • Experience working with cloud technologies, or working knowledge of GovCloud or C2S architecture and capabilities.
  • Demonstrated ability to establish working relationships across organizational and geographic boundaries.
  • Demonstrated ability to develop and present effective technical presentations to senior management; must possess strong written and verbal communications skills.
  • Familiarity with federal and industry metadata concepts and standards, with specific focus on geospatial metadata standards and issues.
  • Active TS/SCI

Desired Qualifications:

  • Technical experience supporting NSG systems, segments, and tools for GEOINT libraries or D&R development efforts.
  • Experience in Agile Systems Engineering & Integration.
  • Experience with IC Enterprise architecture or engineering activities.
  • Experience with sensor products and associated file formats (e.g., STANAG, NITF).
  • Experience in requirements analysis and translation into agile features.
  • Experience with Extract, Transform, and Load (ETL) operations.
  • Experience with data formats XML, JSON or GeoJSON.
  • Experience with relational or NoSQL databases.
  • Working knowledge of DCID 6/3 or ICD-503.
  • Working knowledge of GEOINT releasability rules.
  • Experience with physical data storage architectures.
