POSITION SUMMARY

The Construction Manager’s key roles are planning, organizing and managing construction processes, progress and milestones. The job primarily consists of pre-construction scoping, building BOMs and OOMs, and ensuring work is completed and all close-out documentation is completed accurately. The CM II may be assigned more sites or more complex sites than a level I CM. Reporting to the Lead Construction Manager or Director of Program Operations, the Construction Manager provides leadership and quality oversight to construction projects. Field work is required on an ongoing basis as needed, and may require overnight and/or extended travel. The job includes prioritizing and reprioritizing projects at a moment’s notice. As in any leadership role, the Construction Manager serves as his/her team’s leader: modeling best practices and demonstrating a proactive approach to issues. It is the Construction Manager’s responsibility to ensure the quality of work produced meets internal and external customer standards. Other responsibilities include working with various project managers and ensuring milestones and timelines are met, constantly focusing on continuous process improvement and identifying ways to improve overall efficiencies and product/work quality.

ESSENTIAL FUNCTIONS

-Ensuring our construction meets or exceeds customer expectations.

-Participating in site scoping, reviewing site design and providing feasibility input.

-Perform feasibility walks in cooperation with LEC, RE personnel, RF Engineer and A&E.

-Determine feasibility of construction; identify construction access, staging areas and traffic planning measures.

-Supervising construction design per drawings to ensure the best and most economical construction practices are utilized.

-Reviewing and/or initiating red-lined drawings to make sure those changes in scope are correctly represented in the final construction drawings.

-Overseeing planning and overall direction of construction projects.

-Overseeing the timely progress of construction operations, which includes reporting on job progress and updating daily database trackers.

-Identifying and providing insight for and consultation on construction requirements and success factors.

-Manage and ensure that adequate personnel resources are available and escalate to Project Manager well in advance of foreseen inadequacies of resources; internal or external

-AC/DC Analysis Ultimate Oversight. -Creating an accurate and thorough BOM.

-Coordinating the placement of ConMat orders from vendors with carrier's Materials Management. -Auditing the Materials Management process to ensure project is on track.

-Creating an accurate and thorough initial OOM including any specialty equipment required.

-Tracking changes that will be needed for true-up.

-Creating and tracking all WA request forms.

-Verifying that vendors are qualified.

-Identifying and managing General Contractors, including collecting and disseminating bids and on site scheduling and management.

-Providing deliverables schedule for General Contractor /Central Operations / Foremen

-Participating in regular Hand-Off meetings with Real Estate to ensure CX NTP approval requirements are reviewed and acknowledged and communicated to GCs as necessary.

-Ensuring any/all compliance requirements with CX NTP have been delivered to GC / Operations Team.

-Receiving confirmation from GC that all relevant permits have been obtained.

-Receiving confirmation of materials received in full from GC and ensure internal POs has been issued to GC.

-Ensuring receipt of lien releases from GC. -Reviewing NTP 1, NTP and Close Out packages.

-Managing punch work and close out documentation and general quality/safety of construction.

-Acting as first point of contact for scope changes or escalations.

-Troubleshooting support coordination (resource for GCs / foremen).

-Thoroughly understanding and maintaining compliance with OSHA regulations and ensuring required safety meetings take place.

-Auditing site safety practices during site visits.

-Collaborating with peers on processes, procedures and standards.

-Performing all duties in accordance with the Vinculums Code of Safe Practices (IIPP).

REQUIRED EDUCATION AND EXPERIENCE

-2 years of telecommunications experience TMO preferred.

-Ability to read and understand plans and schematics.

-Strong knowledge of construction management principles and methodologies.

-Ability to effectively manage changes in priority and scope.

-Computer proficiency in an MS Office Suite environment; must have strong reporting skills in either MS Excel or other databases.

-Excellent verbal and written communications skills.

-General comprehension of Sweep and PIM testing. 

PREFERRED EDUCATION AND EXPERIENCE

-Previous associations with major wireless carriers

-Bachelor's degree 

EXPECTED WORK SCHEDULE

Work schedule is Monday through Friday. Occasional evening and weekend work may be required as job duties demand.

TRAVEL

Travel to client meetings and Vinculums Offices as needed, ranging from 10-25%. May also visit project sites.
