POSITION SUMMARY:

The Grants and Compliance Administrator will be responsible for financial and administrative support of U.S. government funded grants, sub-award and contractual procurement, financial review and closeout, and will serve as a liaison between the Human Rights Support Mechanism Team and USAID, Progress Consortium members and Finance department at Freedom House. This position is based in Washington, DC and reports to the HRSM Technical Director or his/her designee.

 

 

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:

  • Provide technical and administrative support from pre-award stages through close-out of grants
  • Implement all grants-related policies and procedures under HRSM in compliance with funder requirements
  • Coordinate with Progress Consortium members to manage grants, sub-award and contractual procurement, financial review and closeout procedures under HRSM
  • Respond to requests from USAID regarding grants, contracts and agreements under HRSM
  • Review to ensure that grants and sub-grants are expended in compliance with funder requirements
  • Prepare and review expense reports, financial reports, and payment requests in compliance with Freedom House and donor requirements
  • Maintain records and provide analysis for program expenditures monthly
  • Review Grant Approval Request Form (GARF) packages for accuracy, completeness and compliance
  • Draft contracts, letters of agreement, and other contractual documents for partners and vendors
  • Assist with reviewing award documents and modifications for assigned programs under HRSM
  • Provide standard and ad hoc reports in user-friendly formats to authorized personnel as needed
  • Monitor applicable federal regulations for changes and updates to grants, contracts and agreements

 

 

JOB QUALIFICATIONS:

 

Education: 

  • Bachelor’s degree in accounting, finance, business/public administration, policy related or a relevant field with considerable course work in accounting or finance

 

Experience:     

  • Minimum three years of grants management, finance, accounting, or related experience
  • Relevant experience in budgeting, progressive accounting, payments, account reconciliation and award/contract administration; experience working with NGO grant accounting
  • Knowledge of grants administration, and ability to interpret grants-related governmental documents and accurately respond to them
  • Familiarity with USG Circulars (OMB A-110, OMB A-122, 22 CFR 226, 22 CFR 228 and 22 CFR145)
  • Prior experience working with program support with civil society organizations highly desirable
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work
  • Strong ability to communicate professionally and effectively in English both verbally and in writing
  • Proficiency with MS Office Suite, specifically Word, Excel, Outlook

 

Skills and Competencies:

  • Ability to communicate effectively in English, both verbally and in writing
  • Knowledge and ability to apply GAAP, and work within strict guidelines and procedures
  • Knowledge of general accounting principles, and the application of general accounting theories
  • Strong ability to understand the flow of transactions and use an integrated accounting system
  • Proficiency with MS Office applications, and expert knowledge of Excel, and Word
  • Knowledge of policies and procedures governing the retention and disposition of grant documentation
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work always
  • Ability to apply superb attention to detail and consistently produce timely and error-free work
  • Strong ability to plan, organize, prioritize work, and multi task under pressure to meet tight deadlines
  • Ability to successfully work with diverse groups and different levels of employees, management, and external agencies
  • Demonstrate strong analytical skills, excellent judgment in problem-solving and decision making
  • Demonstrate excellent interpersonal skills and respond to inquiries in a courteous and professional manner
  • Ability to effectively manage time to meet goals and deadlines in a fast-paced environment
  • Strong ability to ask questions, and learn, and work within very strict guidelines and procedures
  • Ability to represent Freedom House professionally in conduct and personal appearance
