DOT Compliance Manager

Description

This opportunity will be a hands on position, taking the lead to develop and implement the Company’s initiatives in the Department of Transportation compliance program.

Responsibilities:

  • Review pending and upcoming changes to Federal and State DOT regulations to ensure the Company is prepared for future compliance requirements, recommending new policies and procedures.
  • Work with operations personnel to implement and manage a proactive, behavior based approach to DOT compliance with a strong emphasis on personal responsibility, incident prevention, and a management systems approach.
  • Ensure that Company’s CSA scores and associated BASIC information is reconciled, accurate, and communicated to respective management. Recommend action plans when improvement/correction is needed. 
  • Identify trends and training gaps, as needed.
  • Review roadside inspections and respond to any corrective action requirements.
  • Monitor compliance of Fleet operations to ensure that all personnel comply with Company administrative policies and procedures, as they apply to DOT compliance.
  • Seek out industry best practices, and more effective and efficient methods to achieve operational excellence in incident prevention and DOT compliance.
  • PeopleNet liaison to include the following, investigate and implement PeopleNet on board systems, manage hardware inventory, address violations with corrective action/coaching/re-training, and process updates.
  • Investigate Company vehicle accidents to determine root cause and prevent future incidents.
  • Maintain vehicle and driver’s files to ensure compliance with DOT regulations.
  • Responsible for department budget within area of responsibility.
  • Complete all necessary paperwork related to obtaining titles and selling vehicles.
  • Maintain all vendor relationships within area of responsibility.
  • Ensure IRP, IFTA, UCR, and 2290’s are maintained and submitted as required by regulation.
  • Train all Company drivers on PeopleNet and DOT policies and procedures.
  • Perform driver evaluations on applicants, new hires, and current drivers.
  • Maintain and coordinate recertification of commercial driver’s license, physical cards, annual motor vehicle records, endorsements, and relevant training.
  • Prepare and review DOT Driver Qualification files, DOT Drug/Alcohol Programs, Vehicle Inspections, Hours of Service and other appropriate items that are part of the DOT Compliance program.
  • Liaison with Penske and other contracted vehicle maintenance shops to ensure safety or vehicle issues are addressed in a timely manner. 
  • Work closely with the Human Resources department to recruit and retain commercial drivers and ensure DOT program compliance.
  • Other duties as assigned by the supervisor.

Requirements:

  • High School diploma or equivalent required
  • College preferred
  • Five plus years of transportation management experience required
  • Experience with AOBRD or ELD systems
  • Prior dispatching and routing experience in a private fleet environment preferred
  • Knowledge of vehicle specifications and new/used vehicle purchasing protocol
  • Knowledge of and experience with vehicle leasing vendors
  • Verifiable DOT compliance responsibilities
  • Proven organizational skills
  • Strong knowledge of MS Excel, Word , and PowerPoint
  • Strong oral and written communication skills
  • Attention to detail and accuracy
  • Ability to maintain confidential information
  • Strong analytical skills, a high level of motivation, and the ability to work independently and with teams required
  • Regular attendance required
  • Ability for overnight travel
