Job Title: Subaward and Contract Specialist, Latin America and the Caribbean

Location: Washington, DC 

POSITION SUMMARY:

Experienced Subaward and Contract Specialist to administer the grant-making and sub-contracting processes of Freedom House, a mid-sized NGO with an annual budget over $30 million. Position works with the Latin America and the Caribbean Regional Team and will collectively manage the grant-making and sub-contracting procedures for Freedom House’s subawards and sub-contracts in collaboration with the Finance Department. Responsible for pre-award risk assessments, procurement reviews, subgrant and contract agreements, subaward financial report reviews, subrecipient monitoring, closeout procedures, and other similar functions as necessary.  Position reports to the Senior Program Manager for Latin America and the Caribbean. Peers includes other Subaward and Contract Associates.

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:

  • Assist in assessing subrecipient risk, pre-subaward and contract review including agreement and/or contract document design, procurement review
  • Review subaward and sub-contract financial reports and ensure all subawards and contracts are expended in compliance with funder requirements and Freedom House policies and procedures
  • Process subaward and contract payment requests ensuring they are fully in compliance with funder specific requirements and Freedom House’s policies and procedures
  • Prepare financial reports and reimbursement requests and draw-down of funds in strict adherence with funder requirements
  • Reconcile accounts and maintain accurate and complete subaward related records within internal policies and procedures
  • Train, support, and provide subaward guidance to internal and external parties  including basic terms of signed agreements and contracts, reporting schedule, and documentation for allowable costs
  • Assist in close out of prime awards, subawards  and contracts in accordance with applicable funder specific requirements, and ensure safe storage of all related documents
  • Assume responsibility for the accuracy, completeness, integrity, and security of assigned grants-related data and reports
  • Resolve all work-related problems promptly, and use good judgment in escalating important issues
  • Other related duties as assigned

JOB REQUIREMENTS:

  • Bachelor’s degree in accounting, finance, or business with emphasis in accounting or finance
  • Expertise in USG Circulars (OMB A-110, OMB A-122, 22 CFR 226, 22 CFR 228 and 22 CFR145, 2 CFR 200) including any and all updates/changes to these circulars
  • U.S. federal regulations for contracts such as Federal Acquisition Regulations (FAR), USAID Acquisition Regulation (AIDAR), and other acquisition regulations applicable to contracting and procurement under federal assistance awards including any and all updates/changes to these circulars
  • Three to four years of grants management, finance, accounting, or related experience
  • Three to four of experience of USG grants administration
  • Maintains an awareness and understanding of human rights and democracy promotion
  • Work as an effective team member, successfully balance individual and team responsibilities
  • ‚ÄčStrong ability to communicate effectively in English, both verbally and in writing
  • Fluency in oral and written Spanish is preferred
  • Thorough knowledge of U.S. federal regulations for awards specifically OMB A-110, OMB A-122, 22 CFR 226, 22 CFR 228, 22 CFR145, and 2 CFR 200/600/700 including any and all updates/changes to these circulars, knowledge of FAR and (AIDAR) is strongly preferred
  • Proficiency with MS Office applications, and expert knowledge of Excel, and Word
  • Ability to maintain the highest degree of confidentiality regarding sensitive data at all times
  • Ability to apply superb attention to detail and consistently produce timely and error-free work
  • Ability to plan, organize, and prioritize work product, both that which is produced by the individual and that of the team, often requiring the adherence to tight deadlines
  • Strong interpersonal skills with a client-service focus, and ability to respond promptly to inquiries in a courteous and professional manner
  • Must be able to successfully work collaboratively with all levels of employees, management, and external agencies

WORKING CONDITIONS:

  • General working office environment  
  • Some evening and weekend hours to complete tasks or attend events
  • Travel to work or vendor  sites less than 5% of the time, as required          
  • Position functions in a normal office environment. Individual will work at a desk outfitted with computer, telephone and file storage. During the workday, the individual will stand, walk, bend over, reach overhead, use hands, wrists and fingers to grasp, push, pull, move, handle, feel, and type; individual may periodically need to lift and/or move file storage (up to 25lbs.) to waist height
