Job Summary:

The Planning Technician will perform a variety of duties in support of the Community Development department.  Duties will include, but are not limited to: assist the general public, developers, and contractors with plan-related application processes; accept, distribute and enter planning submittals, related construction documents, correspondence, and other materials; perform data entry; assist in administration of zoning, subdivision and other planning related ordinances; and provide assistance to assigned supervisory personnel and other staff.  Report to and/or perform job functions as assigned by the Community Development Director or the director’s designee.

Essential Functions:

  1. Perform a variety of duties for the department including answering the telephone, entering data into computerized databases and spreadsheets, updating departmental website, and prepare packets for distribution to the Planning and Zoning Commission, City Council and other boards and commissions.
  2. Assist in reviewing subdivision plats, landscaping plans, and site plans, and performing research for various planning related studies.
  3. Coordinate the development review process, manage the City’s Development Review Committee schedule and agendas, and compile Planning and Zoning Commission meeting minutes.
  4. Perform a variety of duties including collecting and distributing correspondence, receiving and determining the adequacy of development applications, retrieving department records upon request and maintaining and updating department records.
  5. Provide courteous and professional public service to citizens, landowners, developers, consultants, appraisers, brokers and other customers in person, by telephone, and by email.  Disseminate requested materials in a professional format and in a timely manner.
  6. Perform technical duties including researching background information for ordinance and policy amendments, preparing public hearing and property owner notifications, and preparing exhibits and presentations for staff presentations at public meetings.  Research and prepare reports as needed.

 Other Functions:

Minimum Qualifications:

  1. Associate’s degree in urban planning, political science, architecture, geography, civil engineering, or related field, and one year of responsible experience in a municipal planning, building services, code enforcement, or engineering environment. Bachelor’s degree preferred.
  2. Intermediate level of proficiency in MS Office products, especially Word, Excel, and PowerPoint.  Beginning level of proficiency in ArcGIS (geographic information system). 
  3. Strong communication skills, including the ability to interact positively and professionally with internal and external customers.  Ability to use correct English grammar, spelling, and punctuation.  Effective written communication skills.
  4. Effective decision-making & multi-tasking capability, as well as ability to work independently.

While performing the duties of this job, the employee is constantly required to read a computer screen or documents, grasp, handle, feel, type, listen, hear, reach, see, speak, walk, and sit for long periods.  The employee is frequently required to bend, stoop, crouch, carry, and lift up to 35lbs.  Work is generally performed in a climate-controlled office. Hours are generally from 8:00am – 5:00pm Monday – Friday; however occasional overtime and/or attendance at night meetings may be required.
