POSITION DESCRIPTION

WSP is currently seeking a Manager, Project Controls to lead our Project Controls Department, located at our Calgary office.  Reporting to the Senior Vice President, Oil & Gas, this position will be responsible for managing and overseeing project controls functions to support project execution for a range of small, mid-sized and major projects.

Responsibilities

  • Build, develop and lead a team of Project Controls, cost control, & scheduling specialists;

  • Develop best in class, fit for purpose systems and processes for project planning, scheduling, and cost control;

  • Providing coaching, training and performance management to the Project Controls team;

  • Complete an internal training session for deployment to project personnel;

  • Promote continuous improvement through development of individual and team objectives

  • Resource management to support project execution

  • Support the business development team in RFQ, RFP and bid development process by providing input in the schedule

  • Reviewing and approving all project cost report strategies or templates before issuance

  • Leading and /or providing expert level technical knowledge and guidance in the design and delivery of highly complex technical issues;

  • Develop standardized processes, procedures, and Project Control plans;

  • Development of multiple dependent or independent budgets and schedules;

  • Approve changes to baseline / estimates and new forecasted dates / performance;

  • Assess departmental capability to accomplish current and future assigned work; initiate actions as required to meet commitments;

  • Ensure sufficient project cost, planning, and scheduling resources are in place to service projects;

  • Capable of operating with high degree of latitude, exercising independent judgement within corporate framework;

  • Timely identification, notification, resolution, and recording of deviations from current plan (scope, quantities, man-hours, cost and schedule) including items that have potential for future impact within project scope;

  • Convey an understanding of project evolution and serve as a preventative mechanism for unforeseen cost and schedule impacts;

  • Responsible for Portfolio Change Management, reporting of all project exposures pending, approved and rejected;

  • Plan staffing and project hours to ensure necessary resources are available and appropriately assigned for both approved and proposed work;

  • Ensure sufficient resources to satisfy project service and overall corporate needs;

  • Establish and ensure standard effective forecasting tools are in place for enterprise, portfolio, client, and all projects.Provide analysis and complete estimates to corporate / senior management, project management, and client for action planning;

  • Ensure capture of all possible cost categories and changes to quantity, man-hours, unit price, cost, third party cost requirements, delays, and schedule impacts;

  • Establish methods of effective progress measurement based on size and complexity of projects;

  • Work with Project Manager and client to recommend the level of detail and method required for specific projects;

  • Identify deliverables, assign budgets and check / controls points to those deliverable. Provide progress information against check points, calculate earned hours and progress (percent complete);

  • Monitor risks to enable highest level assessment of company exposure; take pre-emptive actions as agreed to mitigate identified and targeted risks;

  • Provide information to the client, project team, and corporate management for enterprise, and portfolio;

  • Report and graph updates of actual man-hours and cost invoiced, incurred, physical progress, forecast to complete, kay and / or critical issues, and scheduled achievements relative to the status of the project;

  • Review project, portfolio, and enterprise invoices and summaries for correct collection of revenues;

  • Negotiate and ensure contractual obligations are being met; win-win solutions are the goal for all client relations;

  • Develop controls to ensure that client and corporate procedures are being adhered to; leader of continuous improvement;

  • Develop controls to ensure all project deliverables comply with applicable codes and standards;

  • Senior level internal and external customer engagement;

  • Expert knowledge /understanding of overall project/business Project Control processes;

  • Manage client expectations and coach others in effective negotiation; develop and maintain effective relationships with clients;

  • Development and approval of succession plans.Lead and approve HIPO assessment and performance review processes;

  • Identify opportunities for growth and work with HR in development of career path planning;

  • Ongoing performance management of Project Controls group;

  • Makes decisions on all matters, including the establishment of policies and expenditures of large monetary amounts and / or implementation of major programs;

  • Customer relationship management;

  • Management and implementation of project and corporate project controls procedures; and

  • Project and divisional risk management and associated heat maps.

  • Maintain an open-mind when receiving constructive feedback and apply recommendations towards self-improvement; and

  • Build and maintain WSP’s brand/reputation both internally and externally.

QUALIFICATIONS

  • A minimum of 20 years’ project control experience, preferably within the Oil & Gas industry;

  • Completed leadership training/courses;

  • Previous experience in a technical/project lead role;

  • Ability to manage and develop individuals;

  • Ability to develop and execute on a strategic plan; and

  • Provide regular reports and updates in meetings with senior managers.
