Business Analyst (Request to Procure Team, P-Card, Travel and Grants)


The Business Analyst will be a member of a team that supports the Request to Procure, P-Card, Travel and Grants cycle within GCE’s SSP Appliance. GCE’s RtP cycle uses the following software products (currently):  Oracle Federal Financials, Finance and Procurement Desktop (FPD) and PRISM.  The RtP cycle includes transactions such as Purchase Requisitions for commitments, Purchase Orders, Miscellaneous Obligations, Employee Reimbursements, and Contracts.The Business Analyst will be involved in all aspects of this team’s delivery services, including:

  • Conduct research and analysis of the Request to Procure processes and services to maintain compliance with clients’ missions and objectives, including reading and analyzing federal regulations related to the Request to Procure cycle;
  • Communicate with the client to gather information to resolve issues, such as complex helpdesk tickets;
  • Document new processes to include flowcharts and supporting narratives to describe changes to manual processes, automated processes and controls or for training purposes.  These artifacts will become functional design documents and testing documents;
  • Conduct testing on bug fixes and enhancements to the SSP Appliance;
  • Maintain internal controls within the Request to Procure cycle, such as developing requirements for reports, ensuring that data structures are maintained, ensuring that there is no conflict of interest during processing;
  • Support the team during migration and conversion efforts to bring new clients onto the SSP Appliance

Required Education / Experience:

  • Bachelor’s degree (4-year) preferably with a business or technical major, such as Business Administration, Information Systems, Finance, Management, Economics, and equivalent experience in noted field

Required Years of Experience:

  • Three – five years of related experience


  • Rely on knowledge of purchase requisitions, purchase orders and other simplified acquisition documents, contracts and receipts from supporting the GCE Cloud
  • Excellent written and verbal communication skills
  • Ability to see tasks through to completion and work in a team environment
  • Excellent attention to detail and time management to ensure high-quality deliverables
  • Strong ability to self motivate and work without continuous oversight or direction
  • Proficiency with Microsoft Office products
  • Position requires candidates that do not require sponsorship to work in the United States

Preferred Skills:

  • Experience with Oracle Federal Financials
  • Can use SQL to link tables and select, sort and extract data

Reston, VA 

Minimal travel to various locations to interact with clients as needed
